The UAE Federal Tax Authority (FTA) has issued an urgent compliance notice reminding businesses to meet upcoming implementation timelines for the national Electronic Invoicing System, warning that delayed adoption carries recurring administrative penalties of AED 5,000 per month.
Under the administrative framework established by Cabinet Decision No. 106 of 2025, large businesses with annual revenue of AED 50 million or more face a crucial deadline of October 30, 2026, to formally select and contract an Accredited Service Provider (ASP) through the FTA’s EmaraTax platform. Failure to appoint an ASP or complete technical onboarding on time triggers an immediate penalty of AED 5,000 for each month or partial month of delay. Additionally, separate penalties of AED 100 per document (capped at AED 5,000 monthly) apply for issuing uncompliant invoices or failing to transmit real-time data to the tax authority.
The system introduces a mandatory Decentralized Continuous Transaction Controls and Exchange (DCTCE) model requiring structured XML invoices using the Peppol PINT-AE standard. The authority emphasized that traditional unstructured formats—including PDFs, scanned documents, Word files, and emailed attachments—will no longer qualify as valid tax invoices under UAE tax procedures. Following the initial phase for large corporations launching in January 2027, small and medium enterprises (SMEs) will follow under a second phase beginning in mid-2027.
