Willamette Intermodal Group is developing a major inland intermodal rail transfer facility near Woodburn, Oregon, strategically located in the Mid-Willamette Valley between Portland and Salem. The project is designed to provide agricultural exporters, manufacturers, retailers, and other regional shippers with a rail-based alternative to long-haul trucking to the ports of Seattle and Tacoma, helping address congestion, driver shortages, restricted terminal hours, container availability, and rising transportation costs.

The Oregon Port of Willamette is planned across approximately 290 acres in Phase One, with roughly 400 acres under option. The facility is designed with two 8,000-foot dual tracks and initial capacity for up to 150,000 containers annually, scalable to approximately 300,000 containers. Revenue is expected to be generated from intermodal handling, storage, container repair, transloading, cross-docking, and municipal solid waste transport.

The project addresses a significant infrastructure gap in the Pacific Northwest. Oregon exporters currently move much of their containerized freight approximately 225–250 miles by truck to the Ports of Seattle and Tacoma, while the Portland region’s existing rail-served container capacity remains constrained. The site is fully entitled, permit-ready, and contractor-ready, with construction expected to take approximately nine to twelve months.

The Oregon Port of Willamette is being developed to provide an alternative built around rail efficiency, strategic location, and long-term infrastructure.”
